He moved to Washington, D.C. and started working as an official of the Patriotic Union of Kurdistan together with Barham Salih. In 2003, Qubad returned to Iraq for one year and served as the PUK's point man to the coalition forces and the Coalition Provisional Authority. He also acted as a liaison officer between the PUK and U.S. military forces in Iraq.[1]. Qubad was also one of the key PUK negotiators in the drafting of the Transitional Administrative Law, Iraq's first post Saddam Constitution. In April 2004, Qubad returned to the US, and was stationed as the Representative of the PUK and the Kurdistan Regional Government bu his father in a deal with Massoud Barzani that appointed Barzani's son as the head of security services and intelligence of Arbil and Dahuk, and granted another son of Talabani,Pavail as the head of security services and intelligence of Sulaymaniyah, the city that used to be Talabani's party's strong hold before it's crashing defeat at 25/7/2009.
In 2006, with the alleged unification of the two administrations in Kurdistan and following the forming of the Democratic Patriotic Alliance of Kurdistan and the establishment of the Kurdish National Assembly.Qubad was subsequently appointed as the first representative of the unified Kurdistan Regional Government, a position he holds until today. His appontment was takenplace as anagreement between PUK and KDP,as Qubad was appointed as the representative to the US,Barzani's son was appointed as the head of the anti-terror units of Kurdistan. Thus a major dictatorial power struggle between son's of the rulers of Kurdistan region is feared,as there are allegations that the son of an other major Kurdish politician is demanding to hold a secretary position,as part of a deal to fuse confrontations inside the PUK.

 Mazhar Khaleghi :

He has born in 1938 in the city of Sanandaj, Kurdistan province, Iran. He started to sing when he was in primary school at the age of eight. The school music teacher gave him extra courses to teach him to read notes, and also learn Kurdish and Persian Modes (Maqam). He got more music lessons from Kurdish master musician Hassan Kamkar, the father of the renowned musicians and performers, the Kamkars. One year later Mazhar was invited to sing on the town radio in Sanandaj, at the age of twelve. He became well-known soon in all regions which were covered by radio Sanandaj Signals. He had weekly performances for nearly seven year. Unfortunately all performances were live and there are no recordings except possibly a few from 1958. Mazhar Khaleqi left his motherland city, Sanandaj, to study in Tehran University, in the summer of 1958. He started a new career with Radio Tehran. The rich Kurdish folksong and his background helped him to become a close friend to most Iranian conductors, such as Hananeh, Kasravi, Tajvidi, Yousefzamani, Mirzadeh, Naseri and others. He has recorded more than 150 pieces of Kurdish folk melodies with several types of orchestras, such as the Tehran Symphonic, Cultural Ministry and the Radio Tehran Orchestras. He left Iran after the 1979 revolution when any type of music not containing Islamic verses was declared sinful. Before leaving Iran he recorded an album of twelve songs for his people. Mazhar continued with music in exile and gave his oppressed nation hope and happiness in the hardest of times, when the Iraqi regime started to commit Genocide on the Kurds. The recorded folk music of Mazhar is an art link for three generations. You can find Kurdish literature, folk customs, modern and classical music among his recorded songs from the fifties.
